Examiner’s Manuals...they aren’t standards or regulations...what are they?  These are the most stringent interpretations of the Standards/Regulations & Guidance, as well as the strictest adherence to best practices. They are absolutely reasonable and enforceable, in the eyes of the Fed. They are the foundation of the IRS and Bank audit examination.

The new Manual and Guidance are brutal. The phrase “Be prepared” has never applied so well:

“Examiners MUST perform a risk assessment” if you don’t have one OR yours isn’t acceptable.

“An OFAC Risk Matrix MUST be performed.” (A well known CPA firm told us it takes them only 15 minutes to complete this - they were either lying or grossly incompetent.)
